Is there a way to design your own scrollbar and apply the scrolling mechanism to it?

You can modify the scrollbar by adding your own CSS. Here's how to add CSS in the Resources section of the Export HTML5 with in5 dialog. I'd recommend this page for examples of how to modify the CSS for the scrollbar. And note the limited browser support.
