Im controlling a pop up TOC using Acrobats View Layer properties, how do this in indesign in5?

have interactive button which using Acrobat 'view layers' properties to use as a pop up TOC on any page in a document. but how would i do this without Acrobat, in indesign in5?

The best way to create a pop-up is using Object States and a Go To State button action.
